WhatsApp Cloud API
Message Templates & Pricing
When it comes to WhatsApp Cloud API, one of the most important things to understand before you get started is —
What types of messages can you send? And what will each one cost you?
Because without understanding this, you could end up spending more than needed, or worse, missing out on the free windows that Meta gives you.
In this video, we'll break down everything — the types of message templates, how pricing works, when you get charged, when you don't, and how it all plays out inside a running ChatBot.
SECTION 1: How Does WhatsApp Charge You?
WhatsApp keeps the pricing very simple — You only pay when a message is successfully delivered.
The charge is based on two things —
Who you are sending the message to — based on the country code of the recipient's phone number
What type of message are you sending — Marketing, Utility, or Service
Every message type has its own rate. And charges happen per message — not per conversation. So if you send one Marketing message and one Utility message to the same person, that is two separate charges. One for each.
SECTION 2: The 2 Types of Message Templates
1. Marketing Template — Charged
A Marketing Template is any message that your business sends first to a customer, without the customer asking for it. Think of it as your outbound communication.
Real Example — "Fresh produce alert! Hi Mary! Get 15% off your first same-day delivery order! Use code FRESH15 at checkout." (with a "Start Shopping" button)
This is a classic Marketing Template — the business is reaching out proactively to promote an offer.
When do YOU use Marketing Templates?
- Sending a Welcome Message to a new lead
- Running a Bulk Broadcast for a festive offer or new product launch
- Sharing a promotional discount or limited-time deal
- Sending a re-engagement message to your old database
Price: ₹0.86 per message (excluding GST)
2. Utility Template — Charged
A Utility Template is a message that your business sends to update or inform a customer about something they are already part of — a transaction, a booking, or a service they have opted into.
Real Example — "Order confirmed! You've ordered 1x Fresh Fruit Basket with same-day delivery. Order number: J872893. Delivery time: 12:00 PM – 1:00 PM" (with a "Track Order" button)
When do YOU use Utility Templates?
- Sending a follow-up reminder after a call
- Sharing a quotation or invoice
- Sending an appointment confirmation
- Sharing a payment receipt or enrollment confirmation
Price: ₹0.11 per message (excluding GST)
3. Service Message (or Interactives)— No Charge
When a customer replies to your message, and your team or chatbot responds back within the 24-hour service window, that response is completely free of charge.
Example — Customer replies: "Yes, that time works!" Business responds: "Thank you so much for your understanding and flexibility."
This back-and-forth conversation within 24 hours of the customer's reply costs nothing.
SECTION 3: The 24-Hour Customer Service Window
Every time a customer sends you a message, a 24-hour timer starts automatically.
Within this window, any reply you send back is completely free. Whether it is a free-form service message or even a Utility template — no charge at all.
And the best part? Every new message from the customer resets this 24-hour timer. So an active conversation stays free as long as the customer keeps engaging.
Example —
Customer messages you: "I need help with my order."
You reply with full details, follow-ups, confirmations — all free for 24 hours
SECTION 4: The One Exception - Marketing Templates Are Always Charged
There is one very important thing to keep in mind —
Marketing Templates are always charged. No exceptions.
Even if the 24-hour customer service window is open — even if the customer just messaged you a minute ago — the moment you send a Marketing Template, it will be charged at ₹0.86 + GST per message.
The free window only applies to Service messages and Utility templates sent in response to a customer. Marketing messages are treated separately — every single time they are sent, regardless of the situation.
So if you are planning to send a promotional offer, a broadcast, or any marketing content, factor in ₹0.86 per message for every recipient it goes to.
SECTION 5: How Pricing Works in a Running ChatBot
Let's understand this with a simple example.
Say you have 2 Marketing Templates and 2 Utility Templates running inside your ChatBot. Here's exactly how Meta charges for each — depending on who initiates the conversation.
Scenario 1 — Your Business Sends the First Message
If your business initiates the conversation by sending a template first —
Marketing Template sent by Business → Charged at ₹0.86 + GST
Utility Template sent by Business → Charged at ₹0.11 + GST
Simple rule — if you send it first, you pay for it. Both Marketing and Utility templates are chargeable when the business is initiated.
Scenario 2 — The Customer Sends the First Message
If the customer messages you first, a 24-hour free service window opens. Now within this window —
Marketing Template sent by Business → Still Charged at ₹0.86 + GST
Utility Template sent by Business → Completely FREE
So even if the customer initiated the conversation — Marketing Templates will always cost you. However — any Utility Template you send in response is free of charge within the 24-hour window.
And that's your complete guide to WhatsApp Message Templates and Pricing. The smartest approach? Design your ChatBot so customers initiate the conversation — and then handle everything through Utility templates and Service messages within the free 24-hour window. One well-placed Marketing Template to start the conversation. Everything after — at zero cost. Smart messaging. Maximum reach. Minimum spend.
